It takes somewhere between a few minutes and an hour for clouds to be created. There are 3 categories of them, depending on their height from the ground, low, medium and high. Low ones are normally made up of water droplets and have a base less than 2,000 meters. Medium sized are normally made up of water droplets also, but have a base somewhere between 2,000 and 7,000 meters. High ones are usually made up of ice crystals, and have a base somewhere between 5,500 and 14,000 meters.
Saturn has clouds. In fact, any planet or moon with an atmosphere has them. They appear white because they reflect the suns light. Noctilucent ones are so high, that they can reflect the suns light and are visible even during the night. The classic white cotton ball is known as Cumulus.
They usually occur within the troposphere, and some cirrus do even form at lower stratosphere levels. However, the true upper class of them is the rare noctilucent or polar stratospheric clouds, forming at even greater altitudes way above 20 km.
Together with the fog, they reflect weather patterns and interact with the ground, sun and atmosphere thus playing an important role in what the weather does. In addition to their obvious role as sources of precipitation, they also can affect the temperatures of the places below them. These cotton balls not only block incoming sunlight during the day, which cools the air, but they can also block outgoing radiation from the Earth, which can warm temperatures.
